Undoubtedly right of a living wage is a fundamental right of every citizen, however this is only be applied to the societies where there is 80 to 90% employment. Latest estimates indicate that rate of unemployment in Pakistan is more than 40%. One would think that creating 10 jobs with less than a living wage is better than creating 5 jobs with full living wage?

One can argue either way.
 
True, Right to a living wage is a right of all citizen. Government has to take this seriously, rather giving Income support programs. Create opportunities.

Article 23 of the United Nations Universal Declaration of Human Rights states that "Everyone who works has the right to just and favourable remuneration ensuring for himself and for his family an existence worthy of human dignity."

In addition to legislative acts, many corporations have adopted voluntary codes of conduct. The Sullivan Principles in South Africa are an example of a voluntary code of conduct that state that firms should compensate workers to at least cover their basic needs.

but you will not sustain your economy without full living wage. that is the argument
