No, not just the Muslims, everyone should report it. If it's a crime then it's up to the law to arrest them,that's how it works.Otherwise why not just grant every community their own court system to deal with their own people?

what reaction are you talking about? Its the job of the police and most muslims cooperate with police when asked. Condemning or issuing fatwas has limited success in detering such group who have mind of their own.

I dont know what Indians will do. Yes, I do understand the feeling, the urge to clear your name, the urge to explain things ( I felt similar urge during delhi commonwealth game or recent spate of rape incidents in India), but really it comes from our own emotions rather than any other reason.
Such condemnation is so routine now a days, I dont think it changes anybody's view.

Then its the job of valuable contributors such as yourself to distinguish between propaganda and fact.

These people are damaging a community's name and hence must be condemned.
