I believe it will occur prior to the 100th anniversary of the founding of the PRC in 2049. I think India is living on borrowed time in South Tibet and Sikkim.

These trans boundary rivers that originate in China don't terminate in India mind you, they go to Pakistan and Bangladesh eventually. So if China releases less amount of water, India will soak its fair share and then leave whatever little is left for the Chinese allies Pakistan and Bangladesh downstream. Its literally a trickle down effect!
