Headquarters doesn't have to refer to one single complex. He probably was referring to the general area.

And if you can train a militant in a crowded, heavily build up areas with narrow streets and hundreds living around-like in the Markaz, why to take pain in having training camps in the far-flung areas of afghanistan, Balochistan and NWFP. One can sure train militants in handling of small/fire arms in housing societies around the world!!
