the answer is no Burqa won't protect you from those colds so stop act like a child.
not all Indian live in areas that have those temperature .India has -5, -10 and beyond. Don't open your mouth if you don't know something.

honestly I don't like to test his claims about those scarf protecting you in -10C, a merchant tell anything to sell his merchandise and don't forget that scarf is not a loose garment that allow the movement of freezing air freely , if you wear it properly it produce a lot of small packet of air around you that trap your body heat and act as insulation against the freezing cold while you never see such effect with Burqa-13.8 Celsius this time for Leh ( Ladakh region, state of Jammu and Kashmir )[1], as of 30th of December. I think it was much colder recently but I don't remember this properly.
About two years ago, I went to busy a scarf at a Kashmiri shop in my town and the shop-keeper told me that the famed Pashmina scarf, which is thin enough to pass through a finger ring, can protect the wearer from -10 Celsius.
Shimla in Himachal Pradesh state has -4 Celsius at minimum in winters[2].
I think I went overboard and said something to @AUz that I shouldn't have said.
Sorry, auz.
