We had similar issues trust me; it took one of our PMs who decided to go on a clean up spree. All elites, police and who ever was informed on was taken to the cleaners and made good examples. Foreign expatriates - i remember well - there were many UK nationals, indians and Pak people (no chinese then) who were into smuggling of resources - 24hrs notice, either give up all you have gained or 10 years no question asked trials; followed by deportation.As the title suggests; elite capture.
The competent and skilled folk are not given a chance to contribute to national development and growth. They are indirectly, sometimes directly, pushed and forced to the sidelines, at times out of the country. Severe nepotism and corruption thrives at an institutional level which creates largely useless, defunct and ineffective institutions that achieve practically nothing.
Tax money is used on large amounts of subsidies, and non-productive workers that don't do any satisfactory work.
Pakistan is in reverse, you have the least competent, unskilled and most corrupt people leading the country protecting their own pockets first. The truly capable sit at the bottom. This is contrary to nations such as India or like you mentioned Tanzania where the competent, qualified and skilled folk lead the country with good governance.
This is the core of all of our problems which explains the horrible policies, low productivity and failing economy.
