I guess overall this handing fugitives thing never work out, Historically none of enemy states have done that before or will in future. First and foremost India should develop good intelligence network to counter such things before hand than whining later. Post 26/11 there are enough measures in this regard by effectively coordinating among all intelligence agencies and action plans taken against them. Thus no major incidents (Touch wood!)
