I do not agree with your interpretation because the world has moved on from 1960s Rostows stages of economic growth. The theory has evolved with time and it has absolutely nothing to do with the UN and it is no longer applicable. 20 years ago when i was at uni studying economics it was considered outdated.
BD economic sector is broken down as follows... Agriculture contributes to 14.23% of GDP employing 37.7% of working population, industry 35.66% of GDP employing 21.6% of working population and services contributing 50.11% of GDP employing 40.6% of working population. That is not the model of a traditional society but that of an economy in take-off. Traditional societies are 80% plus are working in agricultural sector.

You have taken some very selective items to compare. Let me deconstruct some of these.
You claim BD economic planning is uncoordinated. It could be better i admit but uncoordinated ..... no. You do not get to become one of RMG leaders in the world out of thin air. This is not a primary product like oil where you become a world leader like saudi, iran or Venezuela just through sheer dumb luck. BD established and then captured the market through hard work and clear planning that maximised our comparative advantage in labour. Not only that the nation had to connect itself to markets and establish global logistics lines of operation that is second to none. These all happened through clear planning lead by both the public and private sector.
India builds damn..so what? How many countries in the world has this specific know how? BD has many rubber dams that it has implemented to retain water and ensure navigability. Your analogy is false. Large scale dam creation is simply not possible in BD, because our flat country offers few opportunites for hydro-power.
It would be the same as me belittling japan by saying it has failed to come up with a programming language. It uses glabally available technology to serve its need. This is no different to BD and rubber dams.
BD has exploited its comparative advantage and built up everything from scratch post independence as it was severed from British Raj era economic connections. India on the other hand retained these advantages and infastructure.
