The CCP cares people opinions more than any party in democratic country. The CCP fulfiled almost every promise it made to people. While in the west, in most cases, the presidents just forget what they said in elections after they are elected.

Most government officials, including those corrupt ones, keep low profile and dare not bully ordinary people.

Actually the competition inside CCP is fiercer than any democratic countries have to reach the top of power. Because a single party government doesn't mean that they're controlled by a single person. But a group of many people. And those people tend to join together. Flock into a powerful candidate, and creating a faction. If their faction win, they are rich and sit on the power, but losing mean that they die. Like there are many government officials who imprisoned because of corruption.
