secular is letting everyone do what ever they want and not bringing religion into the matters of state.
what you have is hindu nationalist government.
I'm not defending pakistan or anything, but there they allow licenses for alcohol consumption for hindus, christians and other non-muslims. And it's a hardcore muslim (95%+muslim) country complete with a whole set of terrorist organizations and still they can tolerate a minority consuming alcohol (strictly against their religion). Offcourse there are problems(attacks on minorities etc), but alcohol is totally available to a non-muslim in Pakistan by law.
In that sense, a terrorist Islamist state is more tolerant than India, a self proclaimed secular state.
