Why is Pakistan so poorly ranked on the 2018 just giving index? Charity topic

@waz I reckon it all depends on how they collected the data about donations.

Most Pakistani people I know give thier zakat to people they know, rather than organisations. Also Pakistan is a cash only society ... nobody has a Rs100 a month direct debit to sponsor a zebra in Africa.

Oh come on... don't expect a nation to be the most charitable one if only 1 percent of people pay taxes...

Good evening folks, this thread was inspired by @SecularNationalist and the videos on how people are treated in Pakistan and India.
His thread prompted me to do a little research on the concept of charity (in its various forms) within nations, and to my shock I found Pakistan ranked fairly low on the CAF world giving index. I just can't understand this. Pakistan is given a rank of 91, the report itself judges a nation on three giving behaviours;
1. Giving money to charity. N.B. This isn't about how much, it's about the frequency of giving.
2. volunteering time.
3. Helping a stranger.

As for politically motivated ranking, I don't believe this is factor in this case, for example Iran has a ranking of 29 . Also folks no comparisons with India which has a horrible score anyway. So what do you think has happened? Have Pakistanis becomes less charitable? Have Islamic values become eroded over time? Is the report inaccurate?
