Because it's a single-party ruled state. It's not a democracy.

This was partially an effort by foreigners to distance their colonial subjects from non- colonial people such as the Afghans and the Iranians getting distanced from “Indians”. Similarly with Azerbaijan.

Another sad part about this whole thing is that Azeris, a mainly Shia-Muslim country, is a potential enclave against Iran that can be used by Israel as there are many Azeris in Iran and Azerbaijan part of Iran is pretty big.

The worst enemies of Iran seem to be other Iranic people. Kurds seeking independence, Azerbaijan, Afghanistan via the Taliban issue, the Baloch issue, etc.
