That would depend on which sector you're looking at. The DPSUs, yes their production capacity is horrendous. The private sector players are a different breed all together, in 2 years Bharat forge bought out a whole artillery factory- dissembled it and reassembled it in India- they married their metallurgical expertise to precise engineering and came up with a Howitzer in a short duration. Even small Indian MSMEs are involved in big projects- eg. MKU Utd. which provided the armoring solutions for the vertical launcher housings and super structures of Turkish frigates, TATA is busy producing super bainite for the British armored vehicles.

Its rather fallacious to make such a sweeping statement.

till recently we didn't have enough funds for R&D, we don't have many cutting edge techs required for building world class fighters, ships, tanks etc. and most importantly we lack expertise in several fields

The major tech powers like U.K, US and Russia are producing tanks, planes, subs etc. over 100 years, they invested heavily in R&D of weapons and military tech in cold war. They have culture of science,R&D

Still our policies are giving us good results now. WE can now develop and build advanced destroyers like P15,P15A, tanks like Arjun, IFV like Abhay, SSBN and BMs in house

We are on right path but we need to increase our efforts and should increase spending on R&D along with tracking talents in youth and offer them huge packages for working in DRDO

That is super funny and it was said by indian experts: Laxman Kumar Behra of the Institute of Defense Studies and Analysis, a government-funded research organization and also by a retired Brigadier Gurmeet Kanwal of the Combat Land Warfare School.

The reports above have made some superb revelations of the indian military procurement / manufacturing stories which are greatest jokes:

India has a reputation in the international arms industry for importing substandard equipment at inflated prices.

Even the official defence indigenisation figure of 30% being Made in India is a myth says retired Brigadier Gurmeet Kanwal of the Combat Land Warfare School. “Ten to 12 percentage points of that is screwdriver usage – importing kits, assembling them and giving the smallest value addition.”
 
I think India has made fair progress -- there are fine examples, who's technological levels are appreciated and compared to international benchmarks .... Israelis found Arjun Mk-1 to the "ferrari among tanks", the technological achievements of Tejas beat many soviet productions, leave alone china, DRDO missile prowess is a shining gem ..which excellent CEP (counted as among the best in the world). Brahmos, Sukhoi-MKI, are great contributions to an foreign product, but are counted in the best in the world.

So, despite great opportunities for further enhancements, name one country betters India in terms of achievements? If anyone's saying china. huh . don't kid me !!
 
A country,the size of India should have a large local Arms industry. Thanks to the policy makers,India even today is dependent on other nations for even small ticket items like Assault rifles handguns,let alone large military hardware. India needs a major shift in its thinking towards Arms industries in relation to technological growth and,self sufficency.

The biggest problem is that India doesn't have the requisite cutting-edge arms industry. The kick-back argument is outdated and becoming increasingly irrelevant as the MoD's anti-graft measures become increasingly intrusive and stringent. The fact is look at what the US/West are creating and compare it to Indian defence products, they are crude, poorly designed, poorly assembled along with a multitude of other issues. It will take a long time for India to build the skills and expertise.

According to your wikipedia link, india has exported some $1.45 billion of arms overseas during 2011. In that year, US and Russia were the no. 1 and 2 of exporters, followed by France and China.

So india, from anonymous to $670 million in 2010 and went further to a whopping $1.45 billion exporter which ranked no 5 and to have surpassed Germany, UK and Italy is very impressive!

The majority of Arms exports are classified under Law in most nations, I'm sure it is the case in India. Most likely trucks, light arty peices, rifles, ammunition, offshore patrol vessels, light observation/utility helos and misc military equipment. Not the showcase, headline grabbing equipment like fighter jets or large naval ships.

these look like low value items. The most pricy items out of your list are vessels and trucks. The countries which are made compulsory to buy indian weapons are Nepal and Bhutan. Both of which are landlocked countries which wont buy vessels from you.

But it's a long process to develop most of your stuff indigenously, and during the entire process we faced a lot of "sneering" from people who would laugh at our platforms and say that we are not as good as the West.

But you know what, at least we are TRYING.

And it looks like it is finally paying off. After many decades of patience and investment.

In 10 years time, China will be able to make ANYTHING to world-class standards.

You are very, very close to smashing the Western monopoly in high technology.
