Simple reason: France is not meddlesome. It cares about the $$ but doesn't bother what you want to do with their jet once you buy them. Rafale will continue selling well for some more time and generate good sales for Dassault.
It is also one of the few jets that do not have any US component in it and hence can be bought by countries that have a problem with the US but are not a threat to them at the same time, as long as they are good with the EU.
