I'm not sure exactly what you are now claiming.

Assuming people illegally snuck into the US that still makes them Chinese citizens and if they got into trouble they can go a Chinese consulate in the US for help.

A US citizen in China can do the same thing.

If a US citizen tries doing that in North Korea/Iran they will have a problem since the US doesn't have personnel there to talk to. They shouldn't expect a helicopter to swoop in and get them out.
Sudan is not an Volcano#Active, and the USA also has military bases nearby. Other countries can withdraw their citizens from Sudan, and the USA can also do so. This is not a matter of ability, but rather the lack of interest from the US govt.

And that is proof HK is having their 'freedom'. These houses are all private and had been in existence since British time. In the old days, it was just ridiculed as capitalism but now it is CCP's fault? Housing policy is controlled by HK, if it is under full control of central government, all of them would have been rehoused in to nearby guangdong. We don't allow subdivision beyond a certain number of occupants in the mainland.

Can but where they gonna move? In China if you are homeless in cities, you can go back to your home village. There is at minimum a roof, and you won't starve. Unless HK is 100% under Chinese rule, there is no way to resolve this problem. Officially HK is still under local rule for another 25 years. That's the reason you can still protest and burn the Chinese flag and nobody will arrest you.
