Who's afraid of the census?

Punjab in NFC has on numerous occasions given up part of its share to other provinces, what makes dawn think Punjab is afraid of census. Not only the number of original/ethnic (whatever you call them) Punjabis have increased but also more and more ppl from other provinces (especially Pathans) have settled in Punjab. This Dawn article is like finding something and making news
 
There is also a fear that some parties might try to inflate numbers in their areas.In 2011 housing census it was revealed that several districts in balochistan and sindh had growth rate of over 100%.

There is generally a myth in Pakistan culture that if you tell someone the size of your family , your home will be robbed , the consensus people are just theives gathering information to rob your home.

Here in Karachi, most of the people who have migrated here choose to have their votes registered in their "abaayi gaoun", even if they belong to the 2nd generation, that is the reason MQM manages to win the constituencies where urdu-speaking population is in minority.

How does this work? Karachi will gain seats in 2017 census based on population who are registered voters elsewhere?

Don't know, the census should be "designed" in a way that it takes each and everything into account, don't declare a person a proper "citizen" of a city, just a resident, if their vote is registered elsewhere, and also prevent double counting back in their own home-town.
Also, people living in illegal settlements should not be declared as citizens of that city nor their votes registered for the area they are living in(only allow them to cast vote where they originally belong too, this will take care of the Sindhi/Muhajir apprehension about being "outnumbered").
