Guys what is your prediction that what country Modi would visit first at PM?
Since first visit has carry a greater significance about priority of a country for eg. Nepal PM has always visited India as first stop because greatest significance attached to India.

Lets make a educated guess.

My guess is Japan because Japan has cordial relation with him during his troubled times also Japan holds a greater significance in strategic calculations of India . Japan may incline to sign Nuclear Pact and supply of Japanese technology in Indian defense sector.

US shouldn't be an option, he is considered a terrorist in US and has been denied a visa.

No nation considers him as a terrorist, even the Pakistani government from the Mushy to the current one never tagged him as a terrorists. Heck, the White House congratulated him and hoped to put the past behind them and move forward with their relationship.

Not referring to Pres. Obama, State Department officials consider his past activities as terrorism, hence he was originally denied a visa. US Human Rights group also consider him a terrorist. Now because he is head of state he has been given the exemption at the executive branch's behest.

There has been bi-partisan support in the US for human rights in Gujarat. Former President Clinton condemned the events in Gujarat. In 2002, Congressman Joseph Pitts (Republican-Pennsylvania) condemned the premeditated brutality and cited insufficient action on the part of the US. Congressman Pitts also conveyed that Hindu extremist groups receive some of their funds from charities in the US. In 2003 and 2004, the United States Commission on International Religious Freedom recommended that India be designated a "Country of Particular Concern." On March 15, 2005, House Resolution 156 was introduced in the United States Congress by Congressperson John Conyers, ranking Democrat (Michigan), House Judiciary Committee, and Dean, Congressional Black Caucus, and Congressperson Pitts, member, India Caucus and the Congressional Human Rights Caucus, "condemning the conduct of Chief Minister Narendra Modi for his actions to incite religious persecution and urging the United States to condemn all violations of religious freedom in India." On March 18, Modi was denied a diplomatic visa under Section 214(b) of the Immigration and Nationality Act (INA) by the US embassy in New Delhi, as this was not a diplomatic visit, and his tourist and business visa was revoked under INA Section 212(a)(2)(G), "as an official responsible for carrying out severe violations of religious freedom," under Section 3 of the International Religious Freedom Act of 1998.

How We Made U.S.Deny Visa To Modi By Angana Chatterji

Nice twist, The U.S. denied him a visa after human rights groups accused him of not moving to halt the carnage. Not terror Charges.... I hope you understand the difference...

Its like declaring Governor Pete Wilson a terrorist for rodney king riots...

Can you please post a link of where the state department considered him as a terrorist?
