India is overpopulated...Russia,Antartica,Ukraine,North Africa,Canada,Mongolia,Australia,South Africa...all of them much better options....Bangladeshis can buy land like USA bought Alaska from Russia....again Alaska another great option...
Tibet too sparsely populated...so is Chinese Turkestan and Central Asian Stans...Saudi Arabiaand Iran also sparsely populated
The land needs to habitable and have some minimum level of fertility. Also, the world food production needs to meet world's demands.

So, it seems that the current consensus is that global warming will be beneficial for current cold inhabitable places but world net production may decline, so countries who may have lost their current production (and that may include the bulk of Europe and NA) will either bully the colder countries to give lands or will have to import grains from colder regions. Colder lands will become pricey it seems.
