Let me help you here; 90% Govt. jobs are handed out to Saudis, and rest of 10% are for very highly skilled and qualified foreigners, like surgeons, professors, scientists etc. Indians probably make 1% of that 10%.
Mainly It's the private entrepreneurs, who import labor from India and they are free to hire anyone for their business, govt. only have supervisory controls and regulations in place.
In order to push more labor, Pakistan can do efforts on education and diplomatic front, teaching Arabic language can be helpful and on diplomatic front, they shall use connections with royal family and get special discretionary quota, which constitute those supervisory controls.
