For the current fiscal, BD government plans to spend 3.2 billion US dollars on defence, which is 1.25% of GDP. However it claims to then be spending only around 80 million US dollars on procurement. We know that BD has been spending around 500 million US dollars a year on average over the last 5 years on arms imports.
My theory is that the procurement part of the BD defence budget only includes weapons that are manufactured in BD and all imports of arms are separate.
The actual defence budget for this year when arms imports are included will be around 4 billion US dollars.

Are details disclosed to Parliament?

The actual defence budget is disclosed to Parliament every year in the budget speech.

Looking at SIPRI arms imports for BD and Pakistan(% of world total):

Period---2007-2011 2012-2016

BD------ 0.2-------- 1.5

Pakistan 4.8-------- 3.2

As you can see that there has been a massive increase in BD arms imports over the last 5 years than the previous period. With Pakistan it has gone down but that would be mainly down to the fact that Pakistan is making more weapons in-house like the JF-17 fighter.

Expect the number for BD to grow yet again to help the BD military achieve the objectives of "Forces Plan 2030"

3.2 billion dollar is for only army, air force and navy. BGB, Coast guard,RAB,Police and other para military forces are under home ministry which have budget of 2.8 billion dollar. So our defence+security budget is 6 billion dollar or 12 percent of total budget.

As far as I know, the small/medium weapons imports are categorized as import of capital machinery for clearance at the Customs in order to show a deflated price for the total weapons import. Even some of the big purchases may not be written in the Customs book and are just taken delivery directly by the military authority. This is how the total budget for weapons import is calculated much lower than the actual. The real annual defence budget, excluding BGB, Coast Guard etc., is no less than $5 billion.

With Pakistan, I think it has more to do with the army budget not increasing significantly, in terms of total dollar amount, but the overall Pakistani GDP growing exponentially. Pakistan's military budget is not that much more significant than it was in 2007.

Basically, the gpd growth is outpacing military budget growth.

This trend is likely going to continue. By the time Pakistan's nominal gdp reaches a trillion dollars, sometime during the 30s (around 3.5x larger than it is today), it's military budget will be around between 15-20 billion, which is not a significant increase from the current 11ish billion. It may reach the 30ish billion mark, but that is unlikely.

In times of peace, nations must prepare for war.

As long as geopolitical ambitions exist, as long as borders exist, as long as different political and national ideologies exist, there will be conflict, it is an inevitability.

Both Pakistan and Bangladesh need to spend 3 percent of GDP in defence to maintain stability in south Asia.3 percent is a very reasonable number, not too high to hurt the development and not too low for a strong military.

We don't need to spend 3% of our GDP on military. What we are spending is enough and will keep it in the range of 2.5-2.7% of our GDP and its only Pakistan who has maintained stability in South Asia and will keep on doing so.

This is far too much for a revenue starved country like BD.
BD should aim to get to 2% by 2020 and that should be fine to dominate Myanmar.

maybe after we return back to stone age... not before that.

bangladesh defence budget is very shady for instance, ever year or so along with armed forces and paramilitary budget, there is an unspecified extra budget cashed in for defence if you watch the parliament proceedings....
and i think bd only mentions how much money it spends on weapons built in country and keep the rest toned down except maybe for big purchases which are not surprising since everybody know their international market price.

To be honest, 2.5% seems more reasonable, if we're just talking about maintain the balance of power.

However, as Pakistan is figniting a war, and BD is likely going to face security challenges in the future, 3% does make more sense.
