It was media that highlighted this issue, I guess. And since then, Quaid's pic is restored back instead of BB's pic.
Reminds me of the book "A Case Of Exploding Mangoes" -- related to Zia ul Haq, when Zia was told by some of the Molvis to reverse the direction of the crescent on the Pakistani flag since it represents a descending moon which is a bad sign for Pakistan that its flag has a descending moon. Zia was inspired by the awful version of Mullah's rhetoric and decided to reverse the direction of crescent. But then, many in his cabinet opposed the idea and told him not to alter the national flag since it was unanimously approved by real freedom fighters of Pakistan including Quaid. It may stir emotions of Pakistanis which is bad for you (Zia) as your popularity is already slashing down. Thank God Zia understood it
