No, it's deaths. Further research will show you that. It doesn't include most of the casualties during the standoff either, as the vast majority of them were due to accidents.

Casualties generally means soldiers who are incapitated or had been made unable to fight either temporarily or permanently. Most of them are temporary casualties like Bullet wounds, Sharpnel injuries or fractures.
Its the same standard for all around the world. Deaths, I believe would be in the range of 15-2000 which is not a small number either.

PA does not publish statistics of its personnels injured or incapitated.
