it wont be scaled down but a heavily modified version, normal variant cost around $350 million, PN is paying more than 500, so it will have AIP, and most probably LACM capability.

All fitted with AIP.
All capable of firing SLCM's.
PN Will install the propulsion system, tactical systems and weapons systems of its own choice.
KSEW is already gearing up for the construction of these subs.

Agreed. But India's underwater capabilities are already dwindling. India needs to counter this move with acquisition of submarines that have both technological and numerical edge over Pakistan. Remember, India has a much larger coastline to defend.

Who is stopping India. Each country needs to do what it feels is its legitimate right and need.

These submarines will be based on latest AIP and technology. So i am not sure how India is going to have an edge.
Your Ship procurement is fast, but submarine procurement is slow. We need 11 submarines so that in any case we have at least 8 submarines spread out in the Arabian sea or Indian Ocean to deter any ships from IN closing in.
Next step will be new ships hopefully
