it seems Nawaz league is collecting sympathy points thinking its going to get kicked out and it will appeal to the extremists saying it was punished for standing up to American imperialist infidels.
so Nawaz league not only creates problems for its arch enemy (i.e. Pakistan army) but also gain approval ratings from anti American sentiments among radical Pakistanis which is a useful commodity in elections

If at all Nawaz Sharif is removed from Power by PA and Imran Khan is installed
the Pak Army will justify its action on the basis of rigging and corruption allegations against
Mr Sharif and people too will look at it that way

Nobody will say Mr Sharif was standing up to America
Even IK is anti America he wants to shoot down drones

Only then will your postulated explanation of the Govt's behaviour stand.... or else its a fantasy.
Rather, is the statement about USA being an 'unreliable ally' simply related to Raheel Shareef getting a luke-warm or cold reception in Washington?

Did the COAS get any hardware? Did he get any assurances of unqualified support accompanied by "greenbacks"? Most of all, did he feel that he will get support from Uncle Sam if and/or when he pulls the rug from beneath Nawaz?
