No because Gawadar was planned in 1950 with survey being conducted by US Geological Survey..it was supposed to be Pakistan economic link to Central Asia..later the Iron curtain went up and the project was shelved..

If Pakistan had rulers had been of higher integrity then CPEC would not have happened in 2015. It would have happened in 2005. Incompetence and lack of integrity delayed it by a decade at least.
