True comparison could be what PMLN did in first four years; or if PTI has achieved 15% of PMLN has achieved till today.

As we speak; Pakistan has 68 million people who doesn't have access to sanitation and 16 million with no access to safe water, and 40,000 children under 5 die from diarrhea every year due to unsafe water and sanitation. Not something to be proud of if experienced team has ruled (read mis-ruled) Pakistan thrice.

If we want to compare Punjab vs KPK then use 15% factor of Punjab and let's start the comparison of all HDI components and their growth rates in % as in 2012 World Bank statistics show that KPK was worst managed province of Pakistan - even worse than Balochistan.

Without going into too much detail we can see what's been done in Health, Education, Environment, Local Govt., Law & Order, Infrastructure Development and we can compare how both parties are faring.

But remember 26 (23 years if PMLN wants to subtract N$ as Fin Minister from 1982-1985) vs 4 years of Parvez Khattak's rule. Apples to apples comparison please!
