Army out in force in Assam

Rahul Singh, Rahul Karmakar and Digambar Patowary
Tezpur/Guwahati, January 9, 2007

With Assam tense after a weekend of bloody violence, the army has rejigged deployment in the state to hit the ULFA hard in their own backyard. Army Chief General JJ Singh, accompanying Defence Minister AK Antony on a two-day tour of the northeast, said on Tuesday that the force has mobilised about 3,000 troops from Misa and positioned them in Sibasagar and Dhemaji in upper Assam.

The Centre has already dispatched 12 paramilitary companies to Assam while eight more are on their way. The minister said normalcy would be restored in a few days.

Talking tough, Antony said the government would not allow the ULFA to get away with such carnage. However, he said the government was still willing to negotiate with the separatists, provided they abjure violence and agree to unconditional talks. "They are misguided and we will endeavour to integrate them with the mainstream. But we cannot afford to be complacent," he said.

Antony, who was briefed by Chief Minister Tarun Gogoi, underlined the need to "strengthen the security atmosphere" and said the government would have to be more cautious while dealing with the separatists, going by past experience. He was referring to the ceasefire last year that the ULFA used to re-group and plan future attacks.

Antony said ULFA cadres were hiding in Bangladesh and Myanmar and the Centre would take this up with the two governments. He also announced compensation of Rs 2 lakh each for the relatives of those killed.

ULFA rampant in Arunachal forests

The pogrom against non-Assamese people has found its way to the forests of Arunachal Pradesh, from where ULFA cadres are believed to be carrying out hit-and-run strikes in eastern Assam. According to Arunachal DGP Amod Kanth, security forces in both states have launched combing operations in Tirap, Changlang and Lohit districts bordering Tinsukia and Dibrugarh in Assam. "We are taking all steps to stop ULFA militants from using our soil, besides ensuring our people are not touched by their activities," Kanth told HT.

Politicians converge on eastern Assam

Nearly 72 hours after the bloodbath, eastern Assam became the convergence ground for politicians who started their blame game. Tuesday also saw the ULFA audaciously explode a bomb — that left two policemen injured — at the Legislative Assembly gate. Ram Vilas Paswan, Rajnath Singh, Gogoi and Prafulla Kumar Mahanta toured affected districts while George Fernandes chose to visit jailed ULFA leaders to fruitlessly elicit an appeal from them to end the violence.

Just a pointer towards the peoples "support" for ULFA....

Poll: 95 pc people reject ULFA sovereignty demand
GUWAHATI, JANUARY 5: Do you support the demand for a sovereign Assam raised by the ULFA? Over 95 per cent of respondents who participated in a state-wide signature campaign conducted by an NGO called Assam Public Works have outright rejected this ULFA demand, with only less than 4 per cent saying it was a justified demand.

The signature campaign conducted by the NGO during the past four months covered a total of about 25.64 lakh persons in nine districts of the Brahmaputra Valley, and the results showed that as many as 24.50 lakh respondents said they were not in favour of ULFA’s sovereignty demand.

In Darrang, over 99 per cent of the respondents outright rejected the ULFA demand, while it was only in Barpeta district in Lower Assam that over 9 per cent have actually supported this demand.

“So long we have been only assuming that the ULFA did not have any mass support among the Assamese people. But the results of this signature campaign conducted for the first time, has clearly proved that the ULFA has reached its end,” Abhijit Sharma, director of the NGO said.

Sharma said the ULFA should now stop claiming that it was fighting for the people of Assam. “That the people of Assam are no longer with the ULFA has now become clear. Arabinda Rajkhowa and Paresh Barua should now stop saying they are fighting for the people of Assam,” he added.

Sharma said the people were now convinced that the ULFA was fighting a proxy war on behalf of the ISI of Pakistan and the DGFI of Bangladesh. “The ULFA has converted Assam into a playground of the fundamental forces controlled by the ISI and DGFI,” Sharma said.

“That the ULFA does not stand for the people of Assam was clear from the very beginning. The Dhemaji independence day blast that killed 10 children and the various other incidents in which innocent Assamese people have been killed were enough to prove that ULFA does not belong to the people of Assam,” the anti-ULFA activist said. Assam Public Works is an NGO that was formed in November 2000 and has over 300 members who are engaged in an anti-campaign against the ULFA.

The NGO also hit out at some human rights groups that speak in favour of the militant group.

“A section of self-styled human rights activists and intellectuals who speak in favour of the ULFA are also engaged in anti-people activities by directly supporting the ULFA,” Sharma said.

Maybe you are not aware of the support given to ULFA by DGFI (Bangladesh) and Pak ISI. Below are some article to throw some light on the issue.

http://www.indianexpress.com/story/17109.html
About ULFA, Lt Gen Chhabra said its top leadership was “well in the grip” of the ISI and DGFI. “Whatever they (the ULFA militants) are doing these days are at the behest of the jehadi groups. The ISI and DGFI are calling the shots. All kinds of arms, ammunition and finance are coming from Bangladesh,” he said

A Bangladeshi media source

Saikia mentions in his paper that while it seems that attempts have actually been made on the life of Paresh Barua, Chief of The United Liberation Front of Asom (ULFA), the ISI-DGFI nexus keeps him and some other important ULFA leaders under constant protection (surveillance), as they fear that they might leave Bangladesh in order to return to India and surrender. The ULFA of the day has no free agency and its policies and actions are wholly determined by the ISI and the DGFI. However, the fact that the ULFA Chief of Staff's life is in constant danger is not a matter that is in any doubt. Indeed, five attempts have been made on the life of Paresh Barua:
1) The first attempt was made in Bangladesh's Chittagong Hill Tracts (Khagrachari) on 16 December 2000. The son of the headmaster of Paresh Barua's home village in Upper Assam, Jeraigaon was killed in the attack. Chakma groups were utilized for the operation.
2) The second attack was outside the Basil Leaf Restaurant, Dhaka on 3 March 2001. Paresh Barua's financier, known as "Rumi Bhai," was killed. The services of the Dhaka underworld "Seven Stars" were commandeered for the operation.
3) The third attack was mounted in the house of former Jatiyo Party legislator, Abdul Qashem, whose house is the third house from the Egyptian embassy. Explosives were utilized for the purpose and once again the "Seven Stars" were enlisted to carry out the attack. A surrendered ULFA cadre, Senapati - who earlier had reportedly been sent to the ISI School in Muree in Pakistan-was involved.
4) The fourth attack was in Dhaka's Segun Bagicha-in front of the Cosmos Travel office where Paresh Barua reportedly runs a travel agency along with Khalek-ur-Zaman. Reports indicate that he had come to collect money when the attack took place.
5) The fifth attack was reportedly mounted on 27 May 2003 at Bangladesh's Uttara Model town. According to isolated reports a DGFI captain detailed to guard the ULFA Chief of Staff - was seriously injured, while Paresh Barua experienced injuries to his leg. Unconfirmed reports have attributed the attack to ULFA Operations Commander, Raju Baruah, but this is yet to be borne out by facts. In an interview with Paresh Barua, which was conducted by Subir Bhaumik, the ULFA Chief of Staff has stated that the attribution of responsibility to Raju Baruah is an attempt by the Indian intelligence to divide the ULFA.
