Isn't it a normal highway?

Yes. It's normal to you, but they are meaningful to us because before, we didn't have them.
Before, our road has speed limit under 80 kmph, or even under 50 kmph.

The new expressway average speed 100-120kmph and with support of new bridges and tunnel the distance is 20-30% shorter than old ones.

My question is, why these high way only has two lanes or even 1 lane in some picture?
Usually we have 4 lane high way to link major cities, 3 lanes highway as minimum,
2 lanes highway are rarely seen today.
These highway seems to be enough at beginning, but soon it will be flooded with traffic...

As checked, in some roads, the basement are for 3 - 4 lanes, but just asphalted for 2 lanes.
There're highway with only 2 lanes but the location would be at the mountain and far from metropolis area.
There isn't highway with only 1 lane. You may viewed a road not belong to the highway. Or the one way road with 2 lane.

Yes 55km of 7,100 km until 2020. The beginning of anything big is always small.
By the way, Vietnam population is much smaller compare to China population too.

Vietnamese transport authorities on Sunday opened a 245 km expressway, the longest of its kind in Vietnam, to traffic on Sunday, halving the travel time between Hanoi and Lao Cai province.

The opening of the Noi Bai - Lao Cai expressway took place in a ceremony held yesterday morning in Bao Thang District, Lao Cai, in the presence of Prime Minister Nguyen Tan Dung, who cut a ribbon to inaugurate the new road.

The expressway runs from Hanoi’s Noi Bai through the provinces of Vinh Phuc, Phu Tho and Yen Bai before reaching Lao Cai, said the Vietnam Expressway Corporation (VEC), the new road’s investor.

The Hanoi-Yen Bai section has four lanes for vehicles, with a speed limit of 100 kph, while the Yen Bai-Lao Cai section has two lanes and a limit of 80 kph, said Mai Tuan Anh, general director of the VEC.

The expressway features 120 bridges, including two large ones that span the Hong and Lo Rivers. It also has a 530-meter long tunnel, 13 toll collection stations and five rest stations.

The expressway will help shorten the travel time from Hanoi to Lao Cai from the current seven hours to 3.5 hours, VEC said.

In addition, vehicles using the expressway will use less fuel, as they won’t have to stop frequently.

The new facility will also help ease traffic density, as well as traffic accidents, on National Highways 2, 2B, 32C and 70.

Eight traffic rescue vehicles, six ambulances, two fire engines and six patrol traffic cars are intended to be used on the new expressway to deal with any problems that may occur.

In case of incident, travelers on the expressway can call the emergency line at 1900 545 592, and rescue workers will arrive within 15-30 minutes, Nguyen Van Nhi, deputy general director of the VEC, said.

The expressway is part of the China’s Kunming – Vietnam’s Hai Phong Transport Corridor and belongs to the Greater Mekong Subregion (GMS) cooperative program linking Vietnam, Laos, Cambodia, Thailand, Myanmar, and China.

You seem misunderstand. 3 lanes are for one way, other 3 lanes for return. That make 6 lanes in total,

It's beautiful works.
Soon, Vietnam, we will help you build more of this:

The 55km expressway is just a small part of national expressway but it's quite important when provide better access to the biggest city in Vietnam and link to the biggest airport of Southeast Asia in the future.

New highway to Long Thanh International Airport
Project Area and Location
The Ho Chi Minh City – Long Thanh – Dau Giay Expressway (HLD Expressway) Project comprises construction of approximately 51 kilometers of four-lane, tolled expressway. The expressway will will commence at the junction of the Second Ring Road in District 9, Ho Chi Minh City (HCMC), and end at a junction with National Highway 1 at Dau Giay, Dong Nai Province. It will provide a direct connection from the center of hCMC to economic growth areas in provinces to the north of HCMC along National Highway 1, which connects HCMC to Hanoi. The expressway will be a toll road, with access initially restricted to three locations: the intersection with the Second Ring Road, the intersection with National Highway 51 at the southern end of Long Thanh town (near the to-be-constructed Long Thanh International Airport), and at Dau Giay. The project includes construction of a major new 1,700-meter bridge over the Dong Nai River at Long Thanh and two rest and service areas.

The below map provides details on the location of the HLD Expressway.

Cofinancing
The Project will be cofinanced by ADB and Japan Bank for International Cooperation (JBIC), on a parallel basis with each civil works and consulting services contract funded by a single financier. JBIC will finance civil works for the HCMC – Long Thanh section; the ADB will finance civil works for the Long Thanh – Dau Giay section. However, ADB funding will be applied for all land acquisition and resettlement activities for the entire Project, and JBIC will fund an electronic toll collection and traffic information and monitoring system for the entire Project.

A loan of $410,200,000 from the ordinary capital resources of ADB will be provided under ADB’s London interbank offered rate (LIBOR)-based lending facility. The Government of Vietnam also requested a loan of about $ 444.5 million equivalent from the Government of Japan through the Japan Bank for International Cooperation (JBIC). Vietnam Expressway corporation will finance the remaining cost of about $4.6 million.

The below map shows the HCMC – Long Thanh – Dau Giay Expressway Project in the larger perspective of road construction in the Southern Key Economic Region.
