the very first thing is you should know how much money you have, then you can learn from us. by the way, ask japs whether they will give you warship for free

Could be. What is clear, tho, from analyzing is that the way your side tried to dredge islands -- did not take into consideration the mechanics of sand, and the application of structural flaw of sand, erosion. This is one of the reasons why when Japan engaged in island genesis programs (in past and present) we tend to fortify the perimeter with materials such as mortar, concrete, steel, and expansive materials that considers the climate and the humidity of the environment. Perimeter should be reinforced first prior to dredging sand into the center, as in this case:

The reason why perimeter reinforcement is required with concrete , rocks, and imported boulders, is to prevent newly dredged sand from eroding back into the ocean from whence it came. After that is done, the central newly dredged land can be further fortified by concrete structures, and repetitively reinforced. Due to the perpetuity of man made islands, it requires constant reinforcement , give we cannot ignore the factors of typhoons, sand erosion, and concrete breakage.

Notice , in Japanese civil engineering of man made islands, perimeter reinforcement and structural composition is prime and key. Longevity of such man made islands requires one to utilise various materials engineering structures to prevent erosion and sinkage.

a robust island genesis program for Viet Nam need not be too expensive. To construct large military fortified islands on their various holds --- lets say 5 --- would be an investment of at least $2 Billion. They can stretch it out in 5-10 years time. Other than that, once islands are reclaimed , and dredged into existence, all they have to do is maintain reinforcement.

If their government can raise additional spending on naval super structure maintenance cost, then they can do it. An additional $2-5 Billion for their navy is possible, and very affordable.

All they have to do is arm each major military installation island with a battery of S-400s, and the island has relatively air impregnable. That, with coastal anti ship batteries can negate encroachment of foreign navies, i think. This need not be against just 'PLAN', but also against Philippine Navy, US Navy, heck even Japanese Navy, too.

Let's be clear the Viets are not stupid; they are , as we speak, learning from Chinese methods. They are an adaptive bunch, these Vietnamese....

Nice. This is the way to go. Learning from the best. Revolutionary leader Ho Chi Minh once sent students to Japan to explore the ways how to defeat the French in Indochina. He very much admired Japan how a Asian country defeated a white nation, which is Russia.

first, how could you know they can get S-400? you work for Russian?
second, if we really beat their axs, PLAN will be just a supporter, the main force will be the army and rocket force

Why would China teach these Viets how to do land reclamation. That would be not make sense.
