Vietnam vice minister apologizes to Japan for “$2 Billion loan” gaffe

In my own personal opinion, when Prime Minister Abe had commended to the Vietnamese delegation about our support for this project -- this was a speculative agreement. As in any corporate agreement , do note that Abe is corporate-oriented, it require multilayered agreements to iron out any disagreements as well as to identify areas of development needs.

When the Vietnamese minister voiced that Japan would produce $2 billion in support , note that I don't disagree that Japan could do this as we have done in the past, this was considered an insult by us -- this insinuation. This is a sign of absolute disrespect especially to voice this out in public media.

Given our large economic presence in Vietnam, we do want Vietnam to grow, we want to help develop Vietnam because it is a partner, but the Vietnamese Government officials should be considerate of the Japanese point of view. Given the amount of considerate we try to be transparent with them and do communicate with them.
 
SO u guys know why Soviet went bankrupt while supporting VN , right

Dont give our Govt too much free $$$ or 'loan' coz we dont have anything valuable (except rice,fish) to pay back:laugh:

Actually Japan ODA also help Japanese corps in business.

Dont play too serious in politics wt VNese, I have to admit that VNese is quite greedy and always thinks abt themselves first.

Our Govt. always keep asking for Free help shamelessly, so if JP want to make friend wt our Govt., then u guys should get used to wt it. Just like Soviet loan to VN, we will never pay u back your ODA in cash but in rice or fish :laugh:

Niceguy, I read by my own eyes that Soviet made the loan amount in RUB/dollar during 1980s
Means they gave Vietnam in RUB, for example goods valued 1 billion RUB, and Vietnam must pay by goods in dollars, 1 billion US dollars ( for 1 billion RUB valued goods ).

That's no free stuff. but big profit.

Vietnam must accept it, because we are still under US embargo until 1995.
Vietnam get free trade with China about 1991, and Soviet Union is not the monopoly to us anymore.

Vietnam has only 20 years of development, in my eyes. And waste two-third time to correct big mistakes.

Actually Soviet take back the loan mostly by oil in East sea and VN garment products.

"Vietnam and Russia agreed last September to cut the Soviet-era debt, previously estimated at $11bn (£7.6bn), by 85% and to allow for repayment of the rest over 23 years. According to Mr Khristenko under the restructuring deal Vietnam would have to pay $100m (£69m) a year."

Back to the topic Japan has been doing ODA for decades. All written or unwritten agreement shall be observed strictly. Vietname shall followe international or business or governmental protocols.

Don't think that this matter is serious for us, like to be insulting could be related to Japan. This discussion about the expensiveness of project is nosy in Vietnam from long time ago.

Who know the procedure to get ODA Loan from Japan based on Guideline of Japan, should be clearly understand that, Japan JICA Hanoi office never signed in to Minus of Discussion for the Note Exchange when the "Report for Project" is not approved by Parliament VN and " Feasibility Study" document is not approved by PM VN. Don't say that JICA could have her own servey on this.

This a necessary lesson for the Vice- Minister. Any case, he has been said an apology to the media is enough.
 
I just read news articles that apparently in Vietnam, Japan is Vietnamese largest (#1) direct FDI investor. I hope that the Vietnamese Government continues to nurture the relationship with Japan. And make sure that the environment is lucrative , safe for Japanese to come to the country.

Sure, Vn joined the WTO, so we will follow all commitment on the deal. JP investors will feel secure when investing in VN. Many JP companies have shifted from China to VN already.

The fact that he apologized is a sign of mutual understanding. He was responsible for this. All I am saying is that Japan is THE LARGEST FDI investor in Vietnam. We're pouring billions upon billions of dollars in the country. And we require strict enforcement of policies and procedures agreed upon. Abrogation of any agreements is, to us, contrary to mutual development. Perhaps the Vietnamese minister is just use to the idea that Japanese ODA, JICA supports Vietnamese projects wholeheartedly. Still, there should be no insinuation , just out of respect.

JP also play trick on ODA loan to VN, they gave ODA to corrupted officials to win the project while poor VNese will have to pay back the debt in FULL for them.

But they r not smarter than VN, our poor people simply wont pay anything back to them, if they want ODA back, then ask the corrupted official , dont ask poor VNese tax.

What are you talking about? Are you insinuating that Japanese ODA purposely collaborated as to excuse the fact that Vietnam has corruption? Please don't be asinine. It is not our problem that there is a REAL problem of corruption in Vietnam. In fact, we have already given a Note Verbale of our opposition to Vietnam's corruption issue and requirement of them (Your Government) to address this issue. Or this will be a barrier to further increases in ODA.

Please accept responsibility for your own government's failures, instead of placing blame on Japan.
