Dont be so boastful mate, China also has huge corruption issues/problems just like their little brother Vietnam does. In fact both of you look soooo similar to me, i would say you and Vietnam are the closest brother country in Asia, from people to way of thinking to even Vietnam being the only country China actually colonized in Asia to your one party communist mixed capitalistic system which only both of you have in Asia. You might hate each other, but you are indeed very much the same/have too much in common.:lol: Thats something you cant change.:D

China might have grown relatively wealthy recently, which i understand seems to have made you make such statements and belittle vietnam while justifying Japans 'aid' as a benefactor seeking to only 'help' Vietnam and nothing more.what a joke man.:lol:
I didnt expect such words coming from your Chinese brothers, im indeed surprised to see you people make such statemnts. So just because you have grown relatively wealthy compared to Vietnam and other south Asian countries, doesnt mean you have to billitle them/moacked them. for you yourself weren't much different from them less than 2-3 decades ago. So sremain humble(though i know its difficult ot when you become a new rich.lol). Moreover it understandable that when someone gets wealthy, they start getting arrogant,resentful or even racist towards their peers/neighbours. This can be seen in how some hong kongers still hate/throw racist slurs against their own brothers from the mainland(much less those from poorer countries like Vietnam, philippines etc) whom they regard as backward/poor and having bad behaviour/uncivilized.lol Though now they are starting to be angry to see the mainlanders instead getting richer than them.lol:rofl:, same with Singaporeans looking down on Indonesiand ,malaysians etc, Taiwanese looking down on filipinos,etc, South koreans looking down on Chinese, vietnamese, cambodians, etc and Japanese looking down on all Asians :lol:

The Chinese corruption is different from other third world corruption, since at least our corrupt officials have still done something for their country.

What China has achieved? And what Vietnam has achieved so far in comparison?

If China is at the same league with Vietnam, I bet that you Anglo-Saxons wouldn't even give a glance at us.

Both Japan and South Korea are your servants, while we are your challenger. They are also not at the same league with us.
 
So to help Nihonjin1051 understand the real issue is to realize that your government "AID" is not set up to help the Vietnamese in an honest way. The Chinese knows this from history. In fact, they even made movie about the Japs.

I believe what is rather interesting and in parallel to this thread's subject matter is policy change. It's sobering , indeed, to read that Japanese Government has now adjusted its policy in regards to foreign aid. In fact, I'm going to make a new thread on it. I invite all participants in this thread to discuss and visit that thread.

Even back in decades ago, China was dirty poor, but we were still capable of achieving our own independent nuclear technology and space program.

Even the so-called industrialized developed nation like today's South Korea is still not capable of achieving what we have done in 40 years ago. Because we are a nation born with the superhuman strength, we are vastly different from those non-superpower generic countries.

Just like you guys keep mocking at Russia's GDP, but don't forget that Russia is also another nation born with the superhuman strength, she is still vastly superior to your average European countries in term of the aerospace/space/nuclear program, only the US and China are on the same league with them.

USA/Russia/China are the true big three, and we are totally different from you guys.

It is regrettable that there were instances of corruption, and this was made known of the PCI incident back in 2008. To formally tackle this disparaging circumstance, the Government of Japan and Vietnam established “the Japan-Vietnam Joint Committee for Preventing Japanese ODA-related Corruption” as a response to the PCI bribery case in Vietnam. The report of the committee, which was published in January 2009, states that the Government of Japan will institutionalize a mechanism of handling information on corruption, including bribery. It is in my personal hope that this will lead to a more transparent rapport between both sides.

OK, I hope in the future no more such PCI or JTC corruption scandals in Vietnam. It is very noisy in media Vietnam recently. Frankly speaking, part of our people ( included my countryman Niceguy) looks bad at VN govt. officials in general and also at ODA Loan projects too.

In fact in Vietnam we have enough law, regulations and guidance to anti - corruption, to prevent it in early time. It is permited that every citizen could report to related agencies about such phenomena or evidents of hiden corrouption at beginning.

As I know, there is stated in Loan Agreement signed that, the applicable law to management and control the ODA project is Law of Vietnam.

I think ODA of Japan is going to stop soon, when GDP of Vietnam is reached to 2,000 US$/person like China in the past. Some ODA projects lika Hải Vân Tunel, Nghĩa Tân Brige... will be a symbol of friendship of Vietnam - Japan. we will work together for peace of Asia.

ODA is already going to be limited in terms of size and scope as Japan has outlined a new policy change. Emphasis will now be regulated towards high quality human resource development. This applies not just for Viet Nam, but for all countries whom ODA has been distributed these past some 60 years.

This is grant aid, is OK.
 
In my eyes, this's all as an excuse. Vietnam has the right to refuse ODA from Japan, the only problem is Vietnamese officials they need it.

Nobody hate Money there ... specially something out of controls. Vietnam is not China or China is not VN, if both officials as good as the same, there's no gaps between both nations.

These predilections have resulted in policy change. Japan's ODA will officially reduce its contributions abroad. This is an issue already in Japan when news how tax payer funds were misused abroad.
