International rules. This is the catch. US knows Pakistan has snowballs chance in hell to get NSG waiver. This is smart diplomacythe art of saying NO without actually uttering the word...
very simple really, china says this need not be brought up as its already covered,no one objects(thats part of the nsg) thus all rules are followed
