well israel have nothing on which it can rely only few tech not going to run countries sir israel is a small country and stilll it has over 400 F 16 and more than 100 F 15 etc so from where they have got most of US top weapons are been used with israel helicopter super stallions apaches cobras you name it they have it sir they are the tope number 1st country on the us list to get most US aid

when a nations airforce has gotten whooping in all the conflicts, then they definately dont want new hardware for their rival. if even it has been given then want assurance that it will not be used against them... it makes sense...
