2012-05-23 (China Military News cited from China daily) -- Glyn Davies, US special envoy for Democratic People's Republic of Korea policy, emphasized a need for sanctions against the DPRK during meetings with Chinese officials on Tuesday.
The envoy told reporters at his hotel that he raised the issues when meeting with Vice-Minister of Foreign Affairs Fu Ying and Wu Dawei, the special representative for affairs on the Korean Peninsula.
Davies stressed that peace, stability and denuclearization are common fundamental interests of China and the US in the nuclear issue on the Korean Peninsula.
Regarding food aid, which was scuttled because of the DPRK's rocket launch on April 13, Davies said the US is willing to resume negotiations as long as Pyongyang demonstrates its sincerity through actions.
Davies' visit to Beijing followed his meeting in Seoul with his counterparts from Japan and the Republic of Korea.
On Monday during those talks, he warned Pyongyang against "further miscalculation", as fears of a new nuclear test after Pyongyang's rocket launch in mid-April were aroused worldwide.
China again urged all relevant parties to further strengthen communication and create condition to ease the tension on the Korean Peninsula, said Foreign Ministry spokesman Hong Lei on Tuesday.
China will work closely with all other relevant parties for that aim, Hong said.
According to Xinhua News Agency, Davies told reporters that it is important that the DPRK not miscalculate again or engage in any provocation.
The US obviously is in a bit of an uncertain period with the DPRK, he was quoted by the Associated Press as saying, and he described Washington's Pyongyang policy as "engagement on the one hand, pressure on the other".
Davies warned that another nuclear test would result in "swift and sure" punishment at the UN Security Council, according to Xinhua.
The DPRK said the launch in April was to mark the hundredth birthday of its founding father Kim Il-sung.
The failed launch led to the collapse of a food aid deal between Pyongyang and Washington under which the DPRK promised to refrain from nuclear and missile tests. Davies expressed Washington's disappointment about Pyongyang's decision to launch the rocket.
It sent a "signal that they can't be trusted to follow through on their own undertakings and their own promises," he was quoted by the AP as saying, adding that the US was no longer interested in words and wants to see actions from the DPRK.
The US has now attempted to win China's support for its sanctions toward the DPRK, said Wang Fan, a professor from China Foreign Affairs University in Beijing.
Washington hopes that China can contribute more to solve the issue on the Korean Peninsula, but at the same time, it expects China will do what the US wants it to do, which is impossible, Wang said. US policies toward the DPRK will not change soon, Wang added.
Huang Youfu, an expert on Korean studies at Minzu University of China, agreed with Wang, saying that the US will continue its tough policies toward Pyongyang, considering the election pressure.

China should take a page out of Uncle Sam's play book and initiates a preemptive regime change in North Korea. With the supposedly nukes she possesses it's simply too dangerous for this regime to hang around. All her neighbors will breathe a sign of relieves and applaud if China can carry that out successfully.

The country is already isolated for decades and China is their only ally. I disagree that China should be on the side of the USA. NK is perhaps unstable at the moment now that the unexperienced heir is ruling the country but they wouldn't start a nuclear war.

I think North Korea might do what Deng Xiaoping did for China. What are the chances for North Korea reuniting with South Korea?
South Korea has very good relations with America despite the fact American soldiers have raped South Korean girls.

It doesn't look like the North Koreans want to unite with South Korea. It seems they just want to keep their power.
With China rising, North Korea might not change it's foreign policies in a long time.

Actually, the bigger issues it that the people of South Korea don't want to unite with North Korea.
South Koreans are perfectly happy with the situation right now.

The regime is just too unpredicatable and upsets everyone including China. Both Russian and China spent great efforts trying to convice Kim family to open up economy, but so far nothing has happened. Personally I don‘t see a lot of changes in near future, like following Deng's steps. It is a shame that in 21st century a country cannot feed itself.

China doesn't need to dance together with US but it should adjust its policy against NK, especially after the recent incident of hijakcing Chinese fishermen. Further nuclear testing is definitely a no no.

I do agree that the North Korean regime is a rogue one.

Thats also another issue. Though I do find South Korea to be an American satellite state.
If the South Korean government had any brains, they should take advantage of the opportunity and try to invest in China's rising economy and bilateral relations with China.

China is going to lead the developing world.
Look at what China has done for Africa, China has done alot!

There is no way China should be on the same side as the US. What I meant was since China has Kim's brother living in Macao all she need is to solicit a few powerful generals to overthrow the young Kim and install the older one to take his place and China will be the defacto behind the throne. I know it won't be easy but it can be done.

As long as the US has military base in Korea China would go to war if she has to if the two Koreas have any intentions to be united. China will probably allow one Korea if the US can sign an agreement of not stationing troops in the new Korea.

Lots of countries can't feed themselves. South Korea, Japan, Saudi Arabia, Kuwait, Leichenstein, even Britain, are massive net food importers. North Korea just had the misfortune to get sanctioned to not only food imports but fertilizer.

Although I don't like NK, national strategy is different, we can support a sectional sanction on NK to restrict them!

Kim Jong Il's family fully support the young Kim. This is also what Kim Jong-il wanted before he died to make him the supreme leader. Kim Jong-nam is only interested in gambling in Macau and won't even try to overthrow his brother. However he does think North Korea will collapse under his brother's leadership.

I'm more interested how long the regime will last if the young Kim follows his father's foot steps. It's people have been starving for a long time and are afraid. Will they dare to oppose the regime? If not then nothing much will change for a very long time. North Korea will just keep developing nuclear weapons and use it to threaten USA for food aid.

SK don't want to unite with NK is true. The younger SK generation enjoy the freedom and democracy. The country has a strong economy and nobody is starving. NK leaders want to keep their power and take control of SK. Unification between both Korea's won't happen for a very long time if NK's regime will last.

He'll probably last as long as his generals, I believe this' where the power lies, and the military can suppress the populace or the generals are supporting him. Don't forget in NK, the military is in every spectrum of the society and probably the most powerful in the world when it comes to controlling their people.

However in China's perspective and securities this is not good enough if NK does have the nukes. China must find a way, and speedily too, to change this equation because NK, increasingly, is getting too 'crazy'.
