In 1979 Iran had 32% more GDP per capita than South Korea, today it has 4.5 times less GDP per capita.
Thats despite many many hundreds of billions of petrodollars recieved by Iran.
That comparison is not correct. South Korea in 1979 was a different country. A country where the intelligence chief accidentally shot and killed the president and the nation put under marshal law. Besides South Korea in 1979 had a population of 39 million and today has a population of 50 million. Besides they are not under sanctions and have traded their sovereignty for economic progress, having let Americans build military bases there. Also do not forget that South Korea has a alot to thank Japanese for their boom (Flying geese paradigm - Wikipedia, the free encyclopedia).
Iran on the other hand in 1979 had a population of 29 million and now has a population of 77 million. Iran is also under severe sanctions and had to endure a war and live in an unstable region where war happens after every few years. There was no Japan next to Iran. In 1979, Iran had a high GDP because of high oil prices in 70's with a low population and if you see Iran's GDP from 1960's, you see how low they were. Also I am not sure if Iranians will be able to tolerate to see their little school girls being regularly raped by US soldiers and seeing US bases in their country in return for an economic boom. Iranians want to go their own way and by their own sovereignty. In due time, Iran will surpass their current GDP per capita too as their technology level improves and their economy becomes a knowledge based one rather an oil based one. This is inevitable as Iran has already built the infrastructure and the human resources for it. That is why Israelis are so afraid that they are supporting terrorism in Iran and killing Iranian scientists.
