I dont think "BROKE" is the correct word to use here. Fiscal constraints and being broke are different. Each project has its own funding so does not mean the whole operations are down.

No it is not correct English as per English Commonwealth. Every one is taught correct grammar and hence journalists need to have that level of intellect to install correct one if they have used English correctly.

Do you say the same thing to Americans that they don't know correct English? Pakistan is not a Commonwealth, so Pakistan can use any English they prefer. So they just go by default English which is English(US).

On saying that i do understand where you are coming from as i am also not a fan of American English.
