In November 2014, Pakistan carried out two missile tests in the Arabian sea.

But the fact that the Americans sent a special missions aircraft in the area and then display their markings, proves the significance of these tests.

All US made military hardware have very advance level GPS tracking, which can render US made hardware inoperational in certain geographical area / time, or it may trigger some operation in remote area.
Today's military world is highly wired.... someone out there have buttons for plan 'A' plan 'B', while operations and directions are all automated/robotic and predefined.

Are they monitoring every thing in Iran... i'm not so sure about it.
My personal experience is that anything can go to Iran, it just require special permission from US or declaration from supplier, if its originating from rest of the world except India.
India can send technicians, labor, all sort of banned hardware to Iran, of course the price is 10x more.

Everything in Pakistan is transperent to US. Their Army is there on your soil with the approval of your government so where is the question of monitoring and non monitoring?

It's not as complicated as it's publicised, the fact is some USAF Commanders have frankly acknowledged and praised the PAF for the package it selected for it's Block-52s. The Americans are keen to guard the cutting edge technology wherever they fear it might get leaked, similar kind of incident happened with UAEAF Vipers but that's another story.
Keep in mind that PAF Block-52s were supplied with CFTs..... for long range operations.

Pakistan needs to cut off any form of military access to the US as it allying with India and strategic information can be passed over.

If this means no more US arms then so be it.
