US emargoes sale and transfer of AH-1Z Viper Helicopters to Pakistan

AH-1z are coming the delivery order 0008 to Govt of Pakistan still stands and the delivery order was updated on Dec. 7, 2017 in Agreement (N00019-16-G-0007) and is still standing.

General Dynamics-OTS Inc., Williston, Vermont, is being awarded $9,064,921 for firm-fixed-price delivery order 0008 against a previously issued basic ordering agreement (N00019-16-G-0007) for the procurement of 41 A/A49E-7 (V4) gun turrets for AH-1Z helicopters in support of the Marine Corps and the government of Pakistan. Work will be performed in Williston, Vermont (50 percent); and Saco, Maine (50 percent), and is expected to be completed in August 2021. Fiscal 2016 and 2017 aircraft procurement (Navy); and foreign military sales funds in the amount of $9,064,921 are being obligated on this award, $221,096 of which will expire at the end of the current fiscal year. This contract combines purchases for U.S. Marine Corps ($5,969,582; 66 percent); and the government of Pakistan ($3,095,339; 34 percent), under the Foreign Military Sales program. The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

This order has not been removed or modified.

Nothing on US Department of Defence website about the so called embargo. The deal is still posted there delivery is due in August 2018.

He has a long running relationship with the army and reliable sources within the army. He will not say it without any reason. This news is legitimate.

There is no details of embargo on US DOD website. I don't know about future but till now there is no update of any embargo.
 
Pakistan to Receive US Attack Helicopters in 2017

The United States will deliver three Bell AH-1Z Viper twin-engine attack helicopters to Pakistan in 2017, according to U.S. media reports, part of a total shipment of 12. The first batch of three helicopters will be delivered in 2017, whereas the remaining nine will arrive in 2018, based on information obtained from Bell Helicopters by aviation journalist Alan Warnes.


Also as per Quwa reporting

In June, Bell Helicopter’s Vice President of International Military Sales Rich Harris announced that Pakistan would receive its first three AH-1Z by the end of 2017. The remaining nine will be delivered in 2018.

So based on the above news, if they are delivered in 2007, then there will be some embargo or restrictions (undisclosed)?

Even if by any chance they do get delivered, their supply of spare parts and related equipment will be used as leverage to arm twist Pakistan in the future. In 1998 they asked Pakistan to abondon nuclear tests in exchange for F-16's, a puny jet to compromise Pakistan's defence against a nuclear enemy, all because the PAF has an F-16 obsession.

Availability of funds is not an issue. Funds were available that is why order was placed.

Availability of funds IS the issue. Order was under FMF. Pakistan Army depleted its FMF allocation or it got stalled by the US Government. Final payments to clear delivery of the AH-1Z are yet to be done. US asked Pakistan to use own funds of apply for a loan. Army refused to use own funds or loan and here we all are
