This is not even war, this is indiscriminate bombing of civilians and militants alike, killing people by thousands but hey,, who is counting!!

As far as I am aware, there is no such policy for bombing civilians in existence by any nation currently in any conflict around the world, so your question above is based on an erroneous premise.
