However, in April of this year, the bills were sent under connection No. 23690956142 with an recorded use of 1,490 "volumes" resulting in arrears of 3,94,00,448 rupees. This amount was paid in full by the US Embassy..........

So the Department send errorneous bills, and when rectified it, the amount of about $394,000 was paid as arrears. Whoop-dee-do. What is the story here other than the incompetence of the billing department?
