Unsure of China's motives, but 1962 repeat not possible: VK Singh

NEW DELHI: Army Chief General V K Singh has said India was "not sure" of China's intentions for developing infrastructure along the borders, but a repeat of the 1962 aggression was "never" possible.

Describing the regional security situation as "fragile," Singh said Pakistan Army's India-centric posturing and diversion of US counter-terrorism military aid against India were matters of concern.

"China is doing a great amount of infrastructure development, which it says is for locals of the area. No bones about it, no crib about it. But our problem is we are not very sure about the intentions. And when intentions change, with this capability, things can go wrong. And that is what is a matter of concern," he said.

"But, there is going to be no 1962. Never," he said, referring to the Chinese aggression of Indian territory that year.

Singh reasoned that he did not see the kind of signages of 1962 at present, as there were no military build up or territorial claims that were witnessed just before the only time the two countries went to war.

"Absolutely, with full conviction," he said, when asked if he was confident there would be no repeat of history.

"Things are better than what it was in 1962," he said, noting that situation along the borders was peaceful "to an extent" and the stand-offs were within the known parameters governed by Confidence Building Measures, with "nothing going astray".

There were also mechanisms between the two countries now to take care of such stand-offs. But there was a question mark over the intentions of China's infrastructure development, he said.

On regional security, Singh said, "Any country which has unsettled borders, which are undemarcated and with problems, the security situation in the overall calculus remains fragile. It remains a cause for concern and that is what it is."

On Pakistan, the Army Chief told the 'Devil's Advocate' talk show on CNN-IBN that "the major problem is that the terrorist infrastructure is intact (across the border)".

Pointing to Pakistan Army Chief Ashfaq Pervez Kayani's remarks that his whole Army was India-centric, Singh said, "when you combine this (with the economic condition, terror and political uncertainty there), it means the following: That the proxy war will carry on. And they will keep looking for an alibi. And this is a matter of concern."

On the $2 billion American military aid to Pakistan for war against terror, Singh said all aid that were ever given to Pakistan were diverted against India and there were credible inputs to support this charge.

"Historically, all aid that has ever come to Pakistan, for whatever purposes, despite the assurances, have been used against India. We have credible inputs to say that out of this assistance to fight terror in Afghanistan and coalition support, a fair amount is being funnelled for upgrading capability against India," the Army Chief said.

But, Singh said, India was not concerned over build up of capabilities of the Pakistan Army by inducting new technology and that it was ready to meet the challenge.

"Pakistan is doing the same and we are doing the same. I am not really much concerned about where they have gone. But what I am concerned is that I should be able to meet the type of threat that comes up. Let me assure you, we are prepared to meet any challenge that comes to our nation," Singh said.

On the possibility of a two-front war with Pakistan and China, Singh said the Army was capable of meeting any threat that the country may face, whether on one side of the border or on two sides.

"But time will decide. I am quite sure our political and diplomatic initiatives will be able to mesh in with what we want to do militarily and achieve right type of results that is required by the country," he said.

Do u think the Indian Army is ill equipped even now as they were in 1962..
u can't back stab now,it was 1962 but now we are in 2010...

This is exactly what VK Singh has reiterated. But the irritation these things takes significant resources which would have been utilized for economic growth. This is exactly China wants and uses Pakistan to halt our progress. China also will not attack us lie 1961 which will halt their progress as well. Pakistan is just hoping this happens and is a thorn in India's growth path.

I did like what Mr. Obama just said.... We are moving fast and unstable Pakistani society is a risk for India. china wants this and the politicians their for their short term success harbors anti india sentiments.
 
We have had enough experience from Kargil. We are confident but should not be over confident.
 
VK Singh is over-confident. Our army is in pathetic shape. Most of the tanks are night-blind. Lack of artillery, lack of missile inventory, lack of air-defense systems, poor infrastructure. How are they going to stop a determined chinese invasion ? These kind of fancy statements may fool general mass. But, ground reality is different. To make it worst, every year army is returning billion of dollars money which has been allocated for modernization as unspent to the government. They don't even know how to use the money to modernize the army. And, They have big mouth to fight the war on 2 fronts. These idiot army chiefs sitting in A/C rooms, benz cars, make stupid statements and making enemies out of nowhere, but the poor soldiers are paying the price on the front.

Hello Raja,

how close are you to the MOD or to any defense establishments. Yes there is a set of areas where improvements needs to be done and its a continuous process. Irrespective there is a difference in a country waging an all out war and insurgency. We are more prepared for an all out war but not prepared for insurgency warfare in spite of vast experience on handling insurgency.

In current scenario if China or Pakistan wages a war we can give a fitting reply. The problem is if its China how long can we sustain it is the question which we need to ask. This is a worrying situation till we have better mobilization capabilities. Yes if you notice the recent procurement its all on these capabilities. Infantry needs to get better share of the budget which is an area of improvement.

But with the above scenario only china can sustain a long war with India and if that is the case its only in the NE/Bhutan/Sikkim region. If you had visited these areas we are heavily guarded in this region knowing very well the vulnerability.

Please do not blindly throw your towel and back yourself with facts.

Even a kid can kill a lion while sleeping man, you attacked in very planned way while saying "Hindi-Chini is Brothers!!". You just fooled India by being friendly in one way and preparing for attack on other way. Now forget about ours and think about yourself because India is a biggest competitor in future. Biggest means biggest than US for you that's why you always try to stumble our growth.

And you are talking about revenge? If India had to take revenge from China then India could have 4.5 million land army with 10,000 tanks always ready for war. If india had to take any revenge from you then compulsory military training could be here and almost 5 crore people could be ready for battle any time.

However still here crores of youths are always ready and would definitely join Indian Army if war breaks out.

This is NOT a game where number matters. This is a battlefield where training, technology, courage and timing matters. I'm researching about your defense since long and know that you just play number game and created an illusion of world's largest land force BUT world's largest force doesn't mean World's strongest and best force. IF yes then why US-Army is world's strongest army here?

However here on pdf when 1962 is mentioned,fanboys begin to crawl out and the word "backstabbing" becomes a loose word.

my friend, you must not forget that he is a army chief of indian army and he is talking what he should. Any army chief would talk in the same way. Now it's not an over confidence totally and India can respond any chinese determined attack by it's force and counter attack strategy. There are many factors other than army affects a war and can alter the result of war. India definitely has problem in defense and all three forces must be modernize as soon as possible but our political system is creating problem for that. Despite that India is continuously modernizing it's forces so it wouldn't be 1962 in any way. :azn::azn::azn:
 
The problem in 1962 was that we did not have a clue of Nukes and no long range Missiles,And our country was just formed in 1947 and we had no satellites to check in borders ,we had no radar tech and our army was Ill-Equipped,But now every single thing has changed...

The situation now is same as in 1962. Our nuke deterrent is just on paper. It is not credible deterrent. Our tiny 20 kt nukes are not going to threaten anyone, while chinese are sitting on 2000 kt nukes. Most of the tanks are night blind. Have not bought any artillery for more than 2 decades. Most of the air-defence systems are from old vintage soviet era. Our tiny inventory of missiles can't even hit the center of china. Infrastructure is pathetic. Our idiot army chiefs are dreaming about fighting on 2 fronts, while we can't even successfully defend on one front. It is a Shameful state of affairs.

TINY 20kt nukes???? little boy (Hiroshima) was 13-18kt. even a 20kt nuke would be enough to plunge the world into a nuclear war.

20kt would have been enough for 50 years before. Not now. It can kill 200,000 people or a small town. But, against a determined enemy who has 2000 kt weapon which can kill 10 million people and wipe out cities and states, our tiny toys are no use. It can't act as a deterrent.
