No it is intentional, because Belgium has been without a real government since June 2010. It is obviously no dictatorship but "On 17 February 2011, Belgium matched the record for time taken to form a new democratic government after an election, at 249 days, held until then by Iraq". Therefore "no operating system detected"
Dictators like Mubark.exe and Gaddafi.exe are a special kind of malicious software which is introduced in the system by any third party user. They are known to release bloatwares into the system to unnecessarily utilize system resources, which in turn infects the system components.
So its necessary to scan the system at regular interval and uninstall dictating softwares. But special care has to be taken to stop converting this dictator removal process into adwares.
