The thought process of majority of Pakistanis is:
Army men are not corrupt & will make every institution great again.

Once you set targets - sit back and watch the myth of the disciplined fauji leader unravel. Or maybe it'll prove to be a roaring success. Without measures in place to quantify success who really knows.

for someone whose profile picture is of General Akhter Abdulrahman Shaheed, you seem to have a major problem with Generals in general. just sayin'...
Or maybe just maybe his brain actually works & not a boot polisher like some..ahem ahem.
they aren't entirely wrong...
Not entirely correct either.

The problem is not civilian or ex military men in charge. The problem is no goals set and no measures of success.

What has SUPARCO delivered? You could put a NASA astronaut in charge and it would still not deliver. The same is true of most Pakistani government organisations.

Until you set goals and hold the people in charge responsible for delivering on those goals nothing changes.
no sir i disagree problem is . ask this general to go and build a wall . he can not build a wall because its not his felied . if we instal real people on merit we will have real results . i have worked many years in an org . and i know how its feel when a alien come on top position . its unfair and unjust .

i will selute then general when PM ask him to became COAS and he refuse because of he was not most senior . jab ye log COAS ke liye marny lagty hain ke mujhy banao mujhy banao to sara honor woheen per hi khatam ho jata hai . forces first bring justice in themselves then we will respect them . 65 saal ke buddhy general her mahkamy main tang phansa ker bethy hain .

he was victim of zia as he was not promoted or merit . but he never give up or resigned .

@Imran Khan sb, ISRO and SUPARCO serve a different purpose, SUPARCO is more oriented on developing defence tech, so obviously, it'll be headed by Mil folks. We have DRDO for that purpose. Although I agree it should be at least left with someone from Mil Engineering Service if there is one and apparently it is headed by Engineers so, there's something.

Its shameful that every top slot in the country goes to retired generals.

If army wants to come out clean they should ban joining high rank officials post retirement for at least 10 years from taking up any government job.

I agree in principle that having a subject matter expert run an organisation will make it more successful but that's not always true.

in the rest of the world the heads of big government departments are not always subject matter experts. The health minister is not a doctor, the defence minister is not a soldier, the man in charge of Railways is not a former train driver.

They're often business execs with experience of running large organisations, delegation and managing people. The CEO of my favourite football club is a former banker.

CClearly there is a problem in Pakistan where so many govt jobs go to retired Generals but getting rid of them tomorrow won't fix anything. That is not to say they don't need removing.

MY point is we need structures in place to define and measure success. Then whoever fails to meet those targets has to go - fauji or not.

The situation is same in all government departments. People are leading them without merit. Oddly enough the situation is not just restricted to military folks. A bureaucrat would be chief secretary in water and the next year he would be transferred to finance or power etc. Now these are specialized fields that require specialized education, training and experience. What does a guy who is MA English and passed the CSS knows about water, power, finance etc?

Similarly what does an army general know about space exploration.

No wonder our country is a third world dump in most facets.

its been now 20 years we have given our mighty space agency in hands of generals . it was in 2001 when last physicists was head of suparco since then military fully taken over SUPARCO and last years all the heads were from ex military . it should not be under people whom know the space and have study space science ? or no matter what army officers are here hur fun moula ????????? one of the main reason we are behind the world because we did not give people their rights . its high time ex-generals should leave the greed of money and go enjoy retired lives . give the positions to those whom are experts in these fields . if 40 years of military service did not filled your stomach then 5 years of these last adventures will also not do it . what a shame even patriots like me feel it unfair .

while in india real people leadinG ISRO . AND RESULT IS HERE

these ex military persons are there for the perks and to bully the civilians. they will sermon the scientists and lack any insight about the science and technology. their presence in all such institutes of science and technology will ensure that our programs remain stagnant. but moving a specialist from a specific department and making him administrative head is also not the solution but a waste of his talent. best thing is to study how western institutes are structured and run,

pakistani andh bhakts will shut us up on the name of patriotism. but truth is an ex general can be a defense consultant or security officer after retired . he can not be head of airline head of space agency head of CPEC type projects head of gov funded schemes or embassidor of FO to other country . its unfair practice must be stopped

These Ex generals are no better than Nawaz or Zardari.
