There was only 1 criteria to be a part of the P5, and that was to have been a "major independent power" on the allied side of WW2.

Though it is interesting to note that the P5 are also the only 5 recognized nuclear powers in the world by the NPT, and the only 5 nations with thermonuclear weapons and ICBMs.

The P5 are also currently recognized as the "Great powers" of the world, along with Germany and Japan.

Dark blue = Great powers with UNSC permanent seats

Light blue = Great powers without UNSC permanent seats

And Germany is recognized in the P5+1.

The only Great power left out is Japan, likely because it still has active territorial disputes with 2 of the P5 members (China and Russia).

the only change that could possibly come about in the SC is the replacement of british and french memberships by a single seat for EU, subject to the approval of UK and France ofcourse. Other than that no change can come about in SC in the next half century.

If France cannot claim the de facto leadership role over the EU from Germany, then I think France should give its power to Germany.

UK also needs to be an independent player, minor rival over US at least, otherwise, it doesn't deserve its position anymore.

India should ask UK to give the title away.

The UK couldn't/wouldn't just give it away to whoever they wanted though.

The UN charter lists 5 "countries" as having permanent seats.

To change that... you need to reform the UN charter, which requires the support of 100% of the P5 members.

The only way to do it, would be for India to be officially recognized as the "successor" government of the UK, and thus the true representative of the UK. That would be the only way for them to get the UK's permanent seat, under the UN charter.

Which I think a lot of them want anyway, but no one else in the world would recognize that.

I hate to say it, but this might be India's best shot to get that seat. It's a long shot but begging provide India it's best chance.

Britain still have soft power influence in the Commonwealth countries. They are also rather technologically advance and mature power. France, on the other hand, lost majority of their influence on the world and is sort of bypass power like Italy-Roman. Germany should rise up militarily again and take over the seat of France. There is little chance of France giving up though.
