Again wrong...Kashmir is a dispute between India and Pakistan, it is not a disputed territory. There is a huge difference between the two. Until the final settlement, Kashmir will be considered a part of India.

Check the date, it's 2016, not 1946..."Final accession" is done.

On topic. Shimla clearly says unless both parties approach, no third party can get involved.

Yes, that is why the Sec-Gen very clearly said: "I stand ready to offer my good offices, should it be requested by both sides......" just like what the parties agreed to do in the Simla Agreement. The UN clearly understands its own position in this matter.
