UN agrees to inquiry on killing of Bhutto in Pakistan

UNITED NATIONS, New York: Ban Ki Moon, the secretary general of the United Nations, said he has agreed to Pakistan's request to set up an independent commission to identify those responsible for the death of Benazir Bhutto, the former Pakistani prime minister, "with a view to bring them to justice."

The agreement was confirmed by Ban's office moments after it was announced by Pakistan's top diplomat on Thursday. The two had met briefly in private just beforehand.

"The objectives are for the commission to identify the culprits, perpetrators, organizers and financiers of the assassination," said Shah Mahmood Qureshi, the Pakistani foreign minister.

Determining who was behind Bhutto's killing could bring clarity and determination to Pakistan's fragile coalition government, which sought the inquiry.

A resolution also could help stabilize a nation that is a key U.S. ally in its fight against terrorism, but that has seen an influx of insurgents joining forces with Al Qaeda and other militant groups basing themselves in Pakistan's remote tribal and mountainous areas.

Pakistan now is governed by a coalition headed by Bhutto's widower, Asif Ali Zardari, the leader of her Pakistan People's Party. While the government has focused much of its effort on removing President Pervez Musharraf from office, the military that Musharraf once headed remains a driving force in the country, while half of Zardari's cabinet resigned in May amid bickering over the fate of judges dismissed by Musharraf last year.

Qureshi said that Ban would appoint "well-respected, eminent people" to the independent commission. "We have reached an understanding, and there is a concrete decision on that," he said. "What is being discussed and further consultations are required are on the modalities."

Ban's office also said in a statement that "broad understanding had been reached" on the nature of the commission, including how to pay for it, who its members should be, how to protect its independence and impartiality, and that its members should have unfettered access to the information it needs.

But Ban said he would have to talk further with Pakistan and other UN officials to hammer out all the details.

Qureshi said he believed Ban had authority without the UN Security Council's approval to set up a commission. But Qureshi also said some council members he spoke with were supportive of establishing a commission.

Bhutto died in a gun and suicide bomb attack on Dec. 27, 2007, as she left an election rally in the city of Rawalpindi.

Why rake up an issue that is dead?

It will cause a whole lot of problems and dissensions and strife.

This is hardly the time when there is so much of problems going on.

Of course, one should know the truth, but it can be known when things are calmer!

ACTULLY, this is all planed CHOR ZARDARI... network, product, which can bring safe passege to the most crroupt person in pakistani politics today, and can bring more unaccountable crouption once again.

the inquiry, will bring termendous preasure on ,MUSHARF and PAKARMY WHICH are the biggest hurdlle in the way of CHOR ZARDARI, its not only chor zardari but its a hidden MAFIA.... of old POLITICIANS like NAWAZ SHARIF....... and co.. NAWAZ & ZARDARI are the 2 faces of 1 coin.............. this inquiry will make them in command.. nothing else its all political staff........????:agree:

I'm guessing NO.

The PPP needs to let this go and I'm sure that the UN will find similar findings to the Scotland Yard detectives.

Actually PPP believes there is a foreign hand behind the Bhutto killing. Even though its not needed, but why not.. as long as we dont have to pay for it.

Granted that Asif did not trust the Musharraf government to carry out a proper investigation, so wanted a UN investigation.

Does he not trust his own government now? Or does he doubt the capability of the local investigators?

The PPP doesn't want to know how Benazir Shaheed died the cause of death the distance of the firearm the calibur of the bullet the guy who shot her.

The PPP wants know who is behind the murder what were the motives who funded them were they internal or external. The enquiry will be led by a independent commision the government has no say over it, the government shall not interfere with the enquiry.

This enquiry must be held, as this was the assassination of a former PM, should be so low not to make a commision and find the culprits.

^^^pls note the UN has only agreed in principle to conduct the inquiry under their aegis. the security council has to vote before the UN proposes the terms of reference. this will take a while knowing the history of the UN.

I must admit to a complete disconnect with those pakistanis who have championed the cause of the former CJP, of lawyers who themselves break the law, of convicts who are now party bosses - what were you thinking??? And why was Pakistan not foremost in your thoughts instead of personalities who care nothing, nothing about Pakistan but of their own selves --

Commission needed?

A UN commission to investigate the assassination of Benazir Bhutto has inched closer towards becoming a reality. Foreign Minister Shah Mehmood Qureshi’s visit to the UN headquarters in New York has resulted in an announcement by UN Secretary General Ban Ki-moon’s office that a “broad understanding has been reached” between the UN and the Pakistan government on “the nature of the proposed commission, funding modalities, composition of the commission, unhindered access to all sources of relevant information and elements to safeguard the objectivity, impartiality and independence of the commission”. While the announcement is a significant victory in the PPP’s bid to internationalise the investigation into Ms Bhutto’s assassination, it will be questioned by many whether it is a welcome development from Pakistan’s point of view.

First, opening the door to UN investigators to probe the alleged involvement of international terrorist organisations in Ms Bhutto’s assassination will set a precedent for future unwanted international investigations inside Pakistan. The guarantee that “unhindered access to all sources of relevant information” will be provided to the UN commission is a millstone that will hang around Pakistan’s neck. For example, if another 9/11, Madrid train bombings or London underground bombings occurs, fingers will inevitably be pointed at Pakistan by other countries, which may ask the UN to set up open-ended probes here. Second, by demanding the creation of a UN commission the government is admitting that not only are there matters beyond its control inside Pakistan, but that it can do nothing to address those issues. Mr Qureshi stated at a press conference in New York: “The objectives are for the commission to identify the culprits, perpetrators, organisers and financiers of the assassination.” None of these objectives should be beyond the abilities of the Pakistan government, least of all a government led by Ms Bhutto’s party. Third, the government is contradicting itself when it says that only the UN can adequately investigate Ms Bhutto’s assassination. Rehman Malik, adviser to the prime minister on interior, spoke to the media on Friday and revealed: “We have found some clues and the investigation is going ahead positively.” On Monday, four men and one juvenile boy will be produced before the Anti-Terrorism Court (ATC) No 1 in Rawalpindi for a hearing at which charges are likely to be framed against them for involvement in Ms Bhutto’s murder. The ATC has declared five other men, including Baitullah Mehsud, as proclaimed offenders in the case. Clearly, progress can and has been made by Pakistan itself into unravelling the conspiracy to kill Ms Bhutto. Even otherwise, a UN commission will be an erosion of Pakistan’s national interest and self-belief.


One can understand principle - but let us recall, we do not discard experience for principle -- it is experience that is the truth

We expect truth from the same UN that watches silently while the US invades sovereign countries based on lies? The same UN that passes countless toothless resolutions against Israel just to be told to shut up and sit in the corner? I dont understand the point of an investigation from such a thoroughly discredited entity.
