Report: U.S. vows to halt Israeli building in East Jerusalem

By Haaretz Service and News Agencies

U.S. Middle East envoy George Mitchell promised Palestinian Authority President Mahmoud Abbas that the U.S. will bring a halt to Israeli building in East Jerusalem, a Palestinian official told the newspaper Al-Quds Al-Arabi on Saturday.

"In a telephone conversation, Mitchell said the U.S. would make sure Israel stops building in the area," the Palestinian official told the London-based Arabic daily newspaper.

The U.S. has recently expressed frustration over Israel's announcement on Tuesday of new settlement construction, a move that deeply embarrassed visiting U.S. Vice President Joe Biden and imperiled U.S. plans to launch indirect negotiations between Israel and the Palestinians.

In an interview with CNN aired Friday night, U.S. Secretary of State Hillary Clinton said Israel's announcement of new construction of homes in a Jewish neighborhood in East Jerusalem was "insulting" to the United States.

"I mean, it was just really a very unfortunate and difficult moment for everyone - the United States, our vice president who had gone to reassert our strong support for Israeli security - and I regret deeply that that occurred and made that known," Clinton said during the CNN interview.

While Clinton did not blame Netanyahu personally for the announcement, she said, "He is the prime minister. Like the president or secretary of state...ultimately, you are responsible."

U.S. State Department spokesman P.J. Crowley said Clinton spoke with Netanyahu on the phone and told him the announcement was a "deeply negative signal about Israel's approach to the bilateral relationship...and had undermined trust and confidence in the peace process."

"The secretary said she could not understand how this happened, particularly in light of the United States' strong commitment to Israel's security," Crowley said.

"She made clear that the Israeli government needed to demonstrate not just through words but through specific actions that they are committed to this relationship and to the peace process," he said.

Clinton's rebuke of Netanyahu capped a week of tense exchanges between the United States and Israel, which on Tuesday announced it was building 1,600 new settler homes in an area of the occupied West Bank it annexed to Jerusalem.

The announcement infuriated the West Bank-based Palestinian leadership, which threatened to pull out of U.S.-brokered indirect "proximity" talks with Israel that Washington hoped would be the first step toward relaunching full peace negotiations after more than a year.

Another senior U.S. official said Friday that Netanyahu's political standing is "perilous" because of divisions within his coalition over efforts to pursue peace with the Palestinians.

The official, speaking on condition of anonymity because of the sensitivity of the matter, predicted "a dicey period here in the next couple days to a couple of weeks" as Washington tries to get the indirect talks launched.

Quartet condemns Israel: Unilateral action cannot prejudge talks' outcome

In addition to the U.S. condemnation of Israel's announcement, the Quartet of Middle East peacemakers also condemned on Friday Israel's announcement approving new construction in east Jerusalem.

"The Quartet condemns Israel's decision to advance planning for new housing units in east Jerusalem," the statement said. "The Quartet has agreed to closely monitor developments in Jerusalem and to keep under consideration additional steps that may be required to address the situation on the ground."

"Unilateral action by the Israelis or Palestinians cannot prejudge the outcome of (peace) negotiations and will not be recognized by the international community," the statement said.

"The Quartet will take full stock of the situation at its meeting in Moscow on March 19," the statement said.

The Quartet called on all concerned to support the urgent resumption of dialogue between the parties and to promote an atmosphere that is conducive to successful negotiations to resolve all outstanding issues of the conflict.

ADL 'stunned' by U.S. condemnation of Israel

The U.S. based Anti-Defamation League said late Friday that it was "stunned" by Clinton's "dressing down" of Israel.

"We cannot remember an instance when such harsh language was directed at a friend and ally of the United States," said Abraham Foxman, director of the Anti-Defamation League (ADL), in a statement.

The ADL called Clinton's remarks a "gross overreaction" to a "policy difference among friends."

"One can only wonder how far the U.S. is prepared to go in distancing itself from Israel in order to placate the Palestinians in the hope they see it is in their interest to return to the negotiating table," Foxman said.

Well, Solomon2! What do you think of this? Methinks that Israel is behaving per usual. The USA is their host. The parasite will suck more blood, but, hopefully, not kill the host. Probably Israel will agree (privately, secretly) to "defer" the East Jerusalem building for a year or so, in exchange for more USA $$$$$. Suck, suck their blood. They are too stupid to notice.....

Yes. It is possible for an American politician to be silent about Israel, but not negative in any meaningful way. I can not think of any major US politician who has said negative things about Israel. Minor politicians who say negative things are usually defeated in their next elections. Also I cannot think of any US politician who has been pro-Palestinian. Jimmy Carter comes closest but even he is really just neutral and vilified for that. Israel truly does control American politics on the issue of Israeli-Palestinian conflict and peace.

.
^^i feel obama administration or atleast obama also has gud intentions regarding Palestine and other world issues but again i doubt if he will be given enough room for manoeuvring.
well you cant do much. rather its even worse. i cant blame obama as i know his intentions but at the same time i know he will fail to deliver.

In the end it boils down to not how small Israel is supposed to be, but how large Israel is supposed to be. If you ask most non-Israeli Arabs the answer will be that there shouldn't be an Israel at all. (Whether they mean it or not; in some states if they answered otherwise they could be sent to jail immediately as Israeli spies.) So as long as that mentality is dominant, we will see calls for Israel to give up this or give up that.

Israel is what, 8,000 square kilometers? And the lands occupied by Arabs, aren't they fifty times that? And in all those lands Jews remain only in a few places in Morocco, Tunisia, Syria, and Bahrain. (In Yemen the entire Jewish population was recently cooped up in a hotel for its own protection.)

Nevertheless, the story here isn't really about Jews and Arabs. It's about the Obama Administration. I think of it this way: Obama always wants to re-invent the wheel. He'll try a square shape, or a rhomboid, or maybe even an octagon. He'll try really, really, hard to re-invent it. But eventually he realizes that he can't always improve on a thing as much as he wishes, and he'll accept almost all the work crafted by his predecessor.

A week ago i would have agreed but i think this time Israel has scored an own goal. I wonder if Joe is actually really bright and just says the occasional dumb thing because he knows people tend to like some one they feel superior to but no matter which it is Joe Biden is regarded as a good old boy and deliberatley insulting him is like kicking a puppy.
The Israeli right has basically said to the US shut up about peace plans you will do what we tell you in a very public way. Pulling strings behind the scene is all well and good but setting up a public confontation was stupid. It plays straight into the hands of those that say Isreal has to much contorl of US policy and gives Obama the amunition to make changes if he wants to.

.
poor Mr vice president .. feels like they had all planed out and was waiting for him to leave for telaviv. :D

Maybe in future there might come a divine hand from above which would stop the God's most favorite nation(Israel) from doing that ..All we can do is just wait, maybe some of us will live to see that day ..!

Oren: Worst crisis with US since '75

AIPAC urges White House to tone down rhetoric, says situation “very worrying.”

Israel’s ambassador to Washington Michael Oren convened Foreign Ministry consuls for an emergency briefing, and told them the crisis between Israel and the US is the worst since 1975, Army Radio reported.

Oren was referring to a crisis that evolved when Israel refused to sign a treaty to withdraw forces from Sinai in 1975.

In an unusual move, the American Israel Public Affairs Committee (AIPAC) made a public call on the White House to tone down the rhetoric. The lobby said statements made by senior officials in US President Barack Obama’s administration were “very worrying.”

The crisis erupted late last week when the Interior Ministry announced the building of 1,600 housing units in the Jerusalem neighborhood of Ramat Shlomo, while US Vice President Joe Biden was visiting Israel.

The US administration refused to let go of the issue, even after Prime Minister Binyamin Netanyahu apologized to Biden and Biden said the apology was accepted.
AIPAC said the White House should avoid public demands and unilaterally setting a timetable for Israel to follow.

In his briefing to consuls, Oren said the crisis with the US is of “historic” proportions.
The US reportedly wants Israel to announce that it’s cancelling the Ramat Shlomo project, investigate how the project came to be announced when Biden was here, and make gestures towards the Palestinian Authority. The US also reportedly demands that Israel publicly announce that all core issues will be discussed during negotiations.

On Sunday, Anti Defamation League National Director Abe Foxman said the US criticism was “especially troubling” because Netanyahu had offered clear explanations of the announcement mishap both publicly and privately.

“US Vice President Joe Biden accepted the prime minister’s apology,” Foxman said. “Therefore, to raise the issue again in this way is a gross overreaction to a point of policy difference among friends.

“We cannot remember an instance when such harsh language was directed at a friend and ally of the United States,” the statement continued. “One can only wonder how far the US is prepared to go in distancing itself from Israel in order to placate the Palestinians in the hope they see it is in their interest to return to the negotiating table."

Israeli envoy sees "historic crisis" with U.S.: paper
JERUSALEM

Mon Mar 15, 2010 4:14am

(Reuters) - Israeli-U.S. relations have hit a 35-year low over a West Bank settlement plan that threatens to derail peacemaking efforts with the Palestinians, Israel's envoy to Washington was quoted as saying on Monday.

The comments attributed to Ambassador Michael Oren, a noted Middle East historian, clashed with Prime Minister Benjamin Netanyahu's assurances that the row resulting from a settlement announcement deemed "insulting" by the Obama administration was under control.

"Israel's ties with the United States are in their worst crisis since 1975 ... a crisis of historic proportions," the Yedioth Ahronoth newspaper quoted Oren as telling other Israeli diplomats in a telephone briefing over the weekend.

The remarks, also carried by other Israeli media, appeared to refer to U.S. pressure in 1975 for an Israeli redeployment in the Egyptian Sinai, occupied by Israel since the 1967 war and the site of renewed fighting in 1973.

Israel's Foreign Ministry had no immediate comment.

An Israeli plan to build 1,600 more homes for Jews in West Bank land annexed to Jerusalem was announced during a visit by U.S. Vice President Joe Biden aimed at ushering in indirect peace negotiations with the Palestinians.

In unusually blunt language, U.S. Secretary of State Hillary Clinton called Israel's behavior "insulting." In a CNN interview on Friday, she said bilateral ties were "not at risk. I mean, our relationship is durable and strong."

Netanyahu, who has vowed to continue building in and around Jerusalem while reining in construction of Jewish settlements on other occupied land where Palestinians seek a state, voiced regret for what he described as bureaucratic happenstance.

"We know how to deal with these situations -- with equanimity, responsibly and seriously," he said on Sunday.

A U.S. envoy is due back in the region later in the week to try to get peace talks, suspended since December 2008, under way. Palestinian President Mahmoud Abbas had resisted restarting negotiations without a total Israeli settlement freeze.
