i think the main reason is, they purchase the engine from foreign country and probably there is restriction on that! once Turkey can produce its own engine, can easily install weapons.. For example, Vestel can lift 70 kg, and cirit is only 15 kg. you can easily direct cirit missile with those laser pointers on them..

Another reson maybe that the payload capacity may not be allowing the loading of weapons along with sensors. While the Cirit maybe around 14kg the associated pod will introduce additional weight.
