Guys, I am asking as a stranger to your bordering regions.

How come civilians are allowed so close to such dangerous areas?

I mean here, we're not allowed beyond a point near the border by the military so as to avoid any flare ups on either side.

Does Turkish military not have a rule like that for citizens?

Or even Armenian?

Like any other country with such borders,we do have certain (do not cross the border)rules but try telling that to a shepperd.
Im sure it was not the first time,he just met the wrong person at the wrong time.
