But what happened to that picture of sole Kirpi with SLAT armor that came out after all the attacks on road clearance/METI teams?

Two different options? Soft package might be modular/more easier to install and perhaps better for urban combat?

Negative, those are stop-gap solutions implemented by units on ground, this new project by the SSM will be a standardized full scale acquisition. If everything goes according to the plan of course...

I don't think they are planning to go for Slat Armor, more likely it's going to be something like "Net armor" solution FNSS used on their PARS (pictured in your comment).

I've substracted the Gendarmes,everywhere else in the world they're not ussually counted as Armed Forces but belonging to the Interior minister.With them,it would be 18 billon $ at current rates....without knowing the sums of "discretionary funds",etc.

Total budget was 52 billion TL worth 22 billion $ in 2015 dollar rates in last year.
This year, It is risen to 56 billion TL worth 19 billion $ in 2016 dollar rates.

Since majority of payments are done to industry/army by TL, The Government don't care whether The dollar rates of current year is more valuable or not.

In additions, There are some other funds supporting defense projects:

-DPT, Tübitak funds, Presidency Discretionary Funds
-One of the biggest fund of Industry is SSDF budgets controlled by MoND, collecting the money from cigarette, drinking, lottery and personal donations worth around 3-5 billion $ annually.
